I was also looking for a book that would assist me with learning Domino 7 Administration. This book failed horribly at either of those tasks. I found it to be more of a differnces and new features book than any kind of an upgrade guide. The book is written with the assumption that you're an expert level Notes Administrator. The topics that it does cover are only covered at a summary level. It discusses what needs to be done or what could be done but not how to do it. There is only 13 pages on how to upgrade Domino 7 and it's practically useless. The entire book is only 307 pages and could be used as a reference guide once you've upgraded, however I'm sure that most if not all the information in this book can be found on the IBM website.
